The Moynihan Institute’s Central Asia and the Caucasus Initiative presents a hybrid CACI-SU Alumni Talk Series event with Mikhail Strokan, Ph.D. candidate from the University of Pennsylvania.

The discussion provides an opportunity to gain valuable insights into the complexities of energy security in one of the world’s most strategically important regions.

Moderator: Mirjakhon Turdiev, program manager for global engagement, Syracuse University

Mikhail Strokan is a Ph.D. candidate (ABD) in political science at the University of Pennsylvania and a senior research fellow at the Institute for Advanced International Studies at the University of World Economy and Diplomacy in Tashkent. His dissertation, titled “Varieties of Post-Soviet Petrostates: Pathways to Mitigating the Resource Curse,” analyzes the trajectory of post-Soviet Russia’s energy politics from an interdisciplinary perspective, comparing it to the trajectories of other petrostates in post-Soviet Eurasia. His empirical research based on extensive fieldwork conducted over several months in Russia, Central Asia (Kazakhstan and Uzbekistan), and the South Caucasus between 2020 and 2023. His works were published by the Diplomat, Asian Affairs, Routledge, and Cambridge University Press. He holds master’s degrees in political science from Penn (2019), and in international relations from the Maxwell School at Syracuse University (2016).
